About PBCNHS
The Clinical Services Manager is directly accountable to the Executive Director for carrying out the goals and objectives of the Primary Care, Community Health, Home and Community Care, Holistic Health, Physician and Specialists services and Emergency Response programs (the “Programs”) as outlined in the PBCN Health Services Community Health Plan in the communities of Pelican Narrows, Deschambault Lake, Southend and Sturgeon Landing.
Position Overview
The Clinical Services Manager is responsible for the overall supervision, leadership, management and coordination of the “Programs” as follows:
- Provide overall management and monitoring of the Primary Care, Community Health, Home and Community Care, Specialists and Emergency Response programs;
- Provide direct supervision and leadership to the Nursing Program Managers, Dietician, Nursing Coordinators, Health Informatics Specialist, Nursing Program Assistant and other related program staff;
- Be available at all times (on-call virtually) for Primary Care support and consultation;
- Develop, implement and monitor yearly primary care Nursing Operational Plans and participate in the budget process;
- Oversee the preparation, coordination and monitoring of the financial and activity reporting requirements for the “Programs”;
- Promote and maintain high standards of professional primary care nursing in PBCN designated health facilities related to Primary Care and Treatment programs;
- Ensuring safe practices in compliance with CRNS Scope of Practice and all other related mandatory licensing requirements;
- Conduct evaluations on both staff performance and primary care treatment effectiveness;
- Conduct bi-annual chart reviews and program audits and reviews with Health Directors, appropriate Nursing Program Managers, Nursing Coordinators and Health Committees;
- Establish and monitor professional medical service contracts for the communities, including but not limited to physicians, pharmacists, optometrists and ophthalmologists.
Qualifications:
- Must be registered with the College of Registered Nurses of Saskatchewan and licensed as an RN/NP preferred, or RN/AAP;
- Minimum three (3) years’ senior management experience;
- Minimum 3-5 years’ of experience as a Primary Care Nurse in a First Nations community;
- Enhanced knowledge of clinical assessment, diagnosis and treatment of common illnesses and chronic diseases and able to give clinical direction on same;
- Experience working within a multi-disciplinary team;
- Experience developing policies, procedures and protocols;
- Experience in developing and monitoring budgets, agreements and contracts;
- Demonstrates cultural awareness and sensitivity;
- Demonstrates skills in successfully promoting collaborative practice with other health professionals, both internally and externally;
- Must be able to travel extensively, be available for on-call consultation by phone at all times and to fill in as a Primary Care nurse in the clinics during nursing shortages;
- A valid Saskatchewan driver’s license;
- Must be willing to participate in the Drug and Alcohol Testing policy;
- Clear Criminal Record Check and Vulnerable Sector Check.
